Porter Matthews, Inc. is searching for potential Construction Inspector candidates (p/t or f/t) to join their construction inspector team for municipal water and/or waste-water utility projects within Virginia’s Middle Peninsula and Northern Neck regions.

Job Description: Responsible for Utility Construction Inspection services providing on-site observation of the materials, structures, equipment, workmanship, methods used and performance by the construction Contractor to verify that the project is constructed in compliance with the Construction Documents and according to the good construction practices. Inspectors interpret plans and specifications relating to construction, identify and involve the appropriate parties to resolve problems. Inspectors will make suggestions to the Engineer concerning well-established, acceptable methods and practices to assist the Contractor in meeting standard requirements. Inspectors may be required to coordinate project with utility companies. Utility installation and rehabilitation types overseen primarily involve domestic water supply and may also include to a limited degree oversight of storm drainage, wastewater, fire water supply, natural gas, telecommunications, electrical.
Inspectors have critical and extensive contact with Contractor’s representatives and property owners to promote cooperation and resolve differences. This contact concerns controversial problems of work scheduling, interpretation of plans and specifications, work methods, acceptability of workman-ship, and changes to the plans. Inspectors can also have extensive contact with user agency personnel, Design Professionals, and others to resolve problems and expedite the work.
Inspection efforts are reviewed through periodic supervisory visits and review of the inspector’s documentation of inspection observations through web-based reports and annotated field notes.
Summary of essential job functions: Positions in this occupation require application of (a) knowledge of construction practices, methods, techniques, costs, materials, and equipment, (b) ability to read and interpret engineering and architectural plans and specifications and (c) knowledge of inspection practices and procedures.

- Providing on-site observation of the progress and compliance with quality control program of the Work. Advising the Contractor, Construction Manager and Design Professionals of any observed deviations from the Construction Documents in a timely manner so as to minimize delay in the progress of the Work.
- Inspecting and observing the Construction Contractor's activities to verify that the work complies with the Construction Documents. Notifying the Contractor, Inspection Manager and Design Professionals if the Construction Contractor's Work is not in compliance with the Construction Documents. Notifying the Inspection Manager and Design Professionals of any failure of the Construction Contractor to take measures to place such Work in compliance.
- Inspecting and observing the materials and equipment being incorporated into the Work to assure that they are handled, stored and installed properly and adequately and are in compliance with the Construction Documents. Reporting to the Inspection Manager regarding these activities.
- Identifying problems encountered in accomplishing the Work and recommending the appropriate action to the Contractor, Inspection Manager and Design Professionals for resolution of problems to minimize impact on timely completion of the Project.
- Attending and participating in meetings with the Inspection Manager and the Contractor when requested by the Inspection Manager, including the Contractor’s Pre-Installation Meetings.
- Preparing and maintaining daily progress reports and photographs to record Work performed and significant job events.
- Assembling and maintaining notes, comments, sketches and supportive data relative to the project in order to facilitate the revisions of tracings to conform to the final as-built conditions. Providing a copy of the daily progress reports/photos to the Inspection Manager on a weekly basis.
- Verifying the quantities contained in the Contractor's pay requests and making recommendations to the Inspection Manager and Design Professional regarding payment of periodic and final requests.
- Recording names, addresses and telephone numbers of all Contractors, Subcontractors, Sub-consultants and major suppliers of materials and equipment.
- Consulting with the Contractor, Inspection Manager and Design Professionals in advance of scheduled major tests, inspections or start of important phase of the Work.
- Reporting immediately to the Inspection Manager the occurrence of any accident.
- Assisting in coordination of the Owner’s designated Material Testing Laboratory and verification of services performed in the field.
Construction inspectors need to know and to be able to apply, in increasing measure, the following:
- Knowledge of construction practices, sequence, means and methods
- Knowledge of construction trades
- Knowledge of algebra, geometry, and trigonometry
- Knowledge of inspection practices and procedures
- Knowledge of safety practices in the construction industry
- Knowledge of Construction Schedules and CPM Scheduling
- Ability to read and interpret engineering and architectural plans and specifications
- Ability to inspect materials, workmanship, and the construction and installation of various systems
- Ability to apply good judgment in the inspection situation
- Ability to communicate effectively with the contractor, authorities having jurisdiction, design professionals and construction manager
- Ability to prepare concise and effective reports
- Ability to monitor large construction projects to a successful and timely completion
- Ability to work effectively in stress situations
Suggested candidate background or similar/equivalent work experience (not requirements):
- High School Graduate, Associates/Bachelor’s degree in Engineering Technology, Construction Management or another related field is desirable
- Virginia Water Operator License desirable
- Inspector certification desirable

Must be able to:
- Review and become familiar with the project plans, specifications, submittals and shop drawings.
- Inspect materials and equipment delivered to the construction site to determine whether they meet specifications.
- Observe work and work methods to determine whether the structure is being built in accordance with the plans through use of acceptable work practices.
- Inspect work in progress and upon completion to determine whether an acceptable level of workmanship is achieved and construction is compliant with plans and specifications.
- Interview contractor employees to determine whether labor laws and regulations are being observed.
- Observe work site and activity to determine whether safety standards are maintained.
- Prepare concise and effective deliverables (reports).
- Maintain a daily log, (history) of the project, recording facts concerning work activity, work force, equipment in use, inspection activities, accidents, visitors, weather conditions, and unusual happenings.
- Work is primarily outdoors and on active jobsites. Utilization of your personal vehicle and cell phone is required.
- Ability to navigate active job sites to ascend & descend ladders, scaffolding, etc.
- Required to exert up to 50 lbs. occasionally.
- May be required to lift, hold and carry supplies and equipment.
- Required to sit, stand, reach, twist and walk to perform duties.
- Fine dexterity and manipulation required to operate a keyboard & office equipment.
